Intent to Bid REF# HQ749 Energy Access Market Evaluation Consultancy in fragile and displacement settings (East Africa)

Brief Project Summary:

Mercy Corps is a non-religious, non-profit and non-governmental international humanitarian organization.

Through this notice, Mercy Corps invites eligible consultancy firms to express their interest in participating in a forthcoming Request for Proposal (RFP) process for the Energy Access Market Evaluation Consultancy in fragile and displacement settings. 

This consultancy forms part of the GPA Secretariat's sectoral evidence-building activities under the Transforming Humanitarian Energy Access (THEA) programme. Its objective is to deliver a comprehensive analysis of the most effective approaches to expanding energy access in selected locations across East Africa. The findings will inform the design and development of programmes and projects by donors, governments, development and humanitarian organizations, investors, private sector actors, and local communities.

The analysis will assess appropriate technical solutions, viable business models, and enabling investment ecosystems. It will also examine affordability, the policy and regulatory environment, existing energy programmes, required support mechanisms, and cross-sectoral opportunities to facilitate sustainable and scalable energy access.

Firms interested in participating in this procurement process are required to complete the attached Intent to Bid Form and submit it to gptenders@mercycorps.org no later than 14 August 2026 (close of business). Please include Tender Reference HQ 749 in the subject line of your email.

Following the closing date of this Tender Notice, Mercy Corps will issue the Request for Proposal (RFP), including the detailed Scope of Work, to firms that have submitted a completed Intent to Bid Form.

Please note that proposals are not required at this stage. Only the completed Intent to Bid Form should be submitted in response to this notice.
