The Crisis Modifier Mechanism (CM) is used in development programs in vulnerable areas to facilitate innovative responses to acute shocks, preserve development progress, and prevent  regression.

Within communities targeted by the Resilient Approaches in Natural RanGelands Ecosystems (RANGE) Program, droughts, floods, conflicts, and desert locust invasion pose significant risks that could undermine the resilience gains of pastoralist households, depleting their assets through livestock health deterioration, selling off livestock at low prices, or livestock deaths, and generally, market price volatility.

This report outlines how the RANGE programme Crisis Modifier Mechanism is operationalized upon an unexpected crisis. Key to the mechanism is leveraging a market system development approach and collaboration with private partners to cushion households while upholding the resilience of market systems. This involves identifying and incentivizing relevant local market actors (procuring goods or services) to provide much needed assets or livelihood protection against the shocks and stress.
