Enter Energy Somalia (EES) is a public–private partnership implemented by Mercy Corps through the Transforming Energy Access platform funded by the UK government through the British Embassy in Mogadishu, to demonstrate an inclusive and scalable model for clean electricity access and livelihood recovery in fragile and displacement-affected settings. Under Phase 1, the programme extended electricity distribution into the Barwaaqo IDP settlement and supported 149 largely women-led micro and small enterprises with energy-linked equipment, training, and financing support. Phase 2 shifts attention from infrastructure rollout to consolidation, demand stimulation, performance monitoring, and learning.

The evidence indicates that the EES model generated strong early livelihood and enterprise outcomes. Among the 137 surveyed supported businesses, 75.9% were female-owned and 67.9% were general retail shops, while 21.9% combined retail shops with ice-related business activities. Survey results show that 96.4% reported increased monthly revenue, 94.2% reported improved profitability, and 95.6% described their business as expanded.
