Climate Change and City Development: engaging local government in resilience building

Local governments play a leading role in building city resilience. City resilience is considered here as a framework for approaching the challenge of integrating development with sustainable outcomes in complex systems. As the basis of a Theory of Change, resilience building can be thought of as a platform for reconfiguring urban policy and planning as a shared value proposition incorporating representative governance and commercial drivers.
