Evidence on the Links between Civil Society and Good Governance in Iraq

Civil society plays a critical role in ensuring that government is open, participatory and accountable to citizens. In Iraq, Mercy Corps is working to improve governance systems by strengthening the capacity of Civil Society Organizations (CSOs) under the Broadening Participation through Civil Society (BPCS) Program.

To better understand how civil society may contribute to good governance, Mercy Corps undertook research using a nationwide public opinion survey conducted in Iraq in 2013. This brief highlights the key research findings and provides insights into the links between civil society and positive outcomes such as increased government responsiveness and legitimacy.
