Design, Monitoring & Evaluation (DM&E) Guidebook

March 1, 2003

The DM&E Guidebook establishes a set of common principles for the Design, Monitoring and Evaluation (DM&E) of programs.

These principles have been developed based on the established practices developed by field personnel, colleague agencies, major donors and professional associations.

The concise guidebook will help ensure that projects as designed using the same key principles and best practices and that staff have a common language for DM&E-related issues.

At the same time the book is designed to preserve program staff's flexibility and independence to define context-specific goals, objectives, indicators and methods.

By improving the ability to monitor, evaluate and report on programs, Mercy Corps aims to be able to better document and communicate its experiences, and incorporate learning into future programs.
